I do like the points you raised and having worked in financial and healthcare companies that are traditionally a bit more on the conservative side, I do agree that it takes time for them to upgrade. However, let’s not forget that even in those businesses every device has a lifetime that is decided when it is purchased and many of those old machines are going to be outdated sooner than we think.

Besides when Micorosft is focusing most of its resources on developing Windows 10 which is going to stay here for years to come, it is not a very wise decision to stick with older version of Windows and probably that user segment is not something you want to spend too much development resources to support (no one should be left out but in a world where money and profitability decides where the resources go, chances are slim for those minor platforms, no matter how big they may look like from the inside).
